How conditions are coded as present, partial, or absent
Each condition was assessed using data from the Beyond the Portrait 50-state policy scan. Most conditions follow a binary framework, but several required nuanced coding:
- Binary conditions (14 of 22): Coded as partial when the state's response includes qualified language like "Yes, but..." or "No, but..." indicating the condition exists with limitations, such as a pilot program, a requirement not yet in effect, or restricted scope.
- ALO funding: Partial when a state has dedicated funding for one or two ALO types (dual enrollment, WBL/apprenticeships, or industry credentials) but not all three.
- Equity supports: Same logic as funding. Partial when at least one ALO type has equity supports but not all three.
- ALO metrics: Partial when the state tracks data on one or two ALO types but not all three.
- District portrait guidance: Partial when a state has a statewide Portrait of a Graduate but has not published guidance for districts on implementing it.
- Postsecondary outcomes: No partial coding. Either the state tracks at least one metric (present) or none (absent).
