Teacher Shortages: General or Concentrated Issue?

In recent years, school districts across the country have been struggling with teacher shortages and have been using unlicensed or substitute teachers to fill the gaps. Shortages are most common in targeted, high-need areas such as special education and STEM subjects, and in schools serving disadvantaged students. By highlighting current policies that have failed to address the challenges of recruiting for hard to staff schools and subjects, Thomas Dee and Dan Goldhaber detail the problem and set forth policy proposals to reverse this growing issue.
